MANILA, Philippines – Former President and now Pampanga Rep. Gloria Macapagal-Arroyo has called for the creation of a national pet registry in the country where people can register their pets following the rising number of cases of missing pets.
Arroyo filed House Bill 1577, co-authored by her son, Camarines Sur Rep. Diosdado “Dato” Arroyo, which they said is due to the lack of a national pet registry in the country.
The rising cases of missing pet animals have prompted them to file a bill establishing a national pet registry and database for missing pets and strays, she said.
She said the proposed national pet registry will include important information on all pets into a national database.
Through registration, shelters, veterinarians, pet organizations and individuals will be able to notify the owner immediately should a missing pet end up in the registry’s care, Mrs. Arroyo said.
Under the bill, every pet will have an online profile with veterinary or medical records, emergency contacts, tattoos, photos, histories, medical logs, and certifications just like in other countries.
“The Missing Pets and Found Strays Database should be equipped with a search engine so that all reports of lost pets can be uploaded and categorized, enabling users to find possible matches. The database would be readily accessible through the internet,” Mrs. Arroyo said.
Arroyo said the website will have a link to various kennel clubs, animal welfare societies and veterinary organizations such as the Philippine Society for the Prevention of Cruelty to Animals (PSPCA), Philippine Animal Welfare Society (PAWS), Protected Areas and Wildlife Bureau (PWB), Philippine Veterinary Medical Association (PVMA) and Philippine Canine Club, Inc.
The bill mandates the director of the Bureau of Animal Industry to establish and maintain a public website through which a pet registry and a complete database of missing pets and found strays would be available.
